dotnet:3.1 runtime for Cloud Functions

Right now, the only dotnet runtime in IBM Cloud Functions is dotnet:2.2, and .NET Core 2.2 is past its EOL. It'd be nice to have the most recent .NET runtime (3.1, which won't be EOL until more than a year from now) added so we can use it.

Change network configuration of the VSI without re-provisioning

In the VSI, it's currently not possible to add or remove network adapters without re-provisioning the VSI. Simple elements such as adding network interface to a new VLAN or changing a network adapter configuration.

Security questions' answers are shown as plain text

When we login into IBM Cloud, there is Security questions (If Configured) for 2FA. In the security questions, if we type the answer it is not hidden as secret instead it reflect as plain text.

I would like to see cloud foundry to support TLS1.3.
