Ability to specify multiple public accounts in setting up Bluemix Dedicated syndication

We have multiple Bluemix Dedicated environments and share a public subscription for using syndicated services among these environments.  At present we can only specify a single public account during setup.  This is problematic since we need to separate prod and non-prod systems.  We need the ability to specify multiple public accounts in setting up syndication when a public subscription is shared among multiple environments.

    Resource Groups will enable equivalent functionality in Gen2 and Public Isolation.

    We won't be adapting Dedicated or Local to be able to syndicate to different accounts directly. Customers can also get their Dedicated apps to consume Public service instances today by specifying the service endpoint as a user-defined service instance directly to the app.
