Restage application after memory adjustment

Currently when application memory is increased/decreased in the UI the application is restarted.  Some buildpacks have features that are not scaled properly unless the application is restaged, not restarted. 

An example of this is the heap size in the Java Liberty buildpack.  It does not scale up unless the application is restaged.  See support ticket 5377-13214997 for more information.

I propose that the UI prompt the user with a message box saying that the application will be restaged when the memory is adjusted, similar to when a service is bound to an app.
