change the css for web console

for enterprise customer, they want to have capability to do light weight customize the look and feel of the web console. e.g. replace the logo, or color tone. the requirement come from public user, and it is highly demanded by dedicated/local potential customer. they want to have a web console align to their corp image.

it will be easy to implement if we allow customer change a subset of css of the bluemix web console.
