Ability to create orgs and users into multiple environments from one to another

For Clients with multiple Dedicated environments that need to be identical/synchronized, provide the ability to create orgs and users in both environments.

    This will be implemented by the cross-zone HA version of CFEE that's on the roadmap (1Q'19)

    Cross-region synchronization of users & orgs will be evaluated in 2Q'19.
