You can use the Admin REST API to add users to the IBM Cloud instance. You must have Users permission with Write access to add users, or the Superuser permission (ops.admin) for the admin console. Additionally, as the Admin, you can allow organization members who do not have general admin console user or superuser permission the ability to add new users to their organization only. For an administrator, it would be good to be able to import users as a group and when user is removed in AD in that group , auto remove him from Bluemix.
