Support for NTLM authentication in cf/bx cli

To access Bluemix Dedicated through the cli, users need to go through a proxy. This proxy only accepts NTLM authentication which cf cli does not support.  Unless the proxy is set to accept basic authentication, users are unable to use Bluemix.
