Account Owner should have reporting/view access to any org in their account.

Currently, the org manager can delete the account owner from an org.  Once this happens, the account owner can no longer see details about the org and can not add themselves back into the org.  They must ask the org manager to add them back.  

Request from Ontario Gov, SNCF and Salesforce is to have the account owner as a special super user that can not be impacted by other roles in the account.
