Add Autoscaling features to various buildpacks

Currently auto-scaling only allows us to scale by memory for non libery buildpacks. I'd like to see the same for every buildpack

    much different auto scaling version now available, please re-evaluate if you feel it is necessary for this continued idea

    The current  Autoscaler provides more metrics support than memory only for IBM runtimes/buildpacks ( Liberty, node.js, Swift ), for other runtimes, you can only scale based on memory.  Please see more details on IBM Cloud docs page: https://console.bluemix.net/docs/services/Auto-Scaling/index.html#metric_types

    The support of throughput and response time based scaling for other runtimes/buildpacks will be in the open source edition. 
    The heap based scaling support in open source edition depends on a garden feature to be able to collect application custom metric and send to Loggregator, it is still under discussion.
