Management of Multiple Regions from the Same Bluemix Admin Console

We have Bluemix dedicated and some IBM services are only available on Bluemix Private (e.g. DSX, Watson Machine Learning, Spark).  We want the ability to have a single Bluemix (dedicated) admin console be able to provision/deprovision services across multiple regions inclusive of Private (on-premise).
