Usage reporting for services in Bluemix Dedicated

Microservices (e.g. Watson APIs, MessageHub, DashDB and Cleversafe) do not yet report usage of the restful API calls within the Bluemix admin console.  This is required for the Cisco internal chargeback model such that the API usage is reported within Bluemix admin console and accessible via the Bluemix or CF api.
