Enable creation of other users than just admins in Messagehub

Problem: you want to expose a data stream to a 3rd party.

Solution option: Use Kafka and give 3rd party API key to Kafka.

Problem: now 3rd party has admin access to your kafka instance and can do whatever they like with your kafka instance.
