Support of Android Silent Push Notifications

As a developer, I need to send silent push notifications to Android devices in a similar way as to iOS devices (which is supported). As of now, it's a limitation an IBM API side to support this feature.

My only current workaround is to STOP using Bluemix push notification service and use an alternative instead. Many/Most of/All competitors support this feature as it's a suppoerted feature at Android level and not only on iOS.
