Create more then one VLAN in Dedicated for our Kubernetes clusters

Today in IBM Cloud Dedicated when Kubernetes service is enabled we get one set of VLANS.  This works however in cases where we want to very carefully segregate traffic between normal business requests and requests to our security service we would like to use VLANs to isolate the traffic.
