Add leading zero to host numbering in IBM Cloud for VMware

The hostname numbering when creating a VCS cluster and adding hosts should be in format where the hostnames display with leading zeros for the number.   For example, the first hostname should be esxi00, not esxi0.    This allows the hostnames to be sorted properly in a list.
