Option to enable Alpha features in Kubernetes

Kubernetes has some feature flags for Alpha features. For example, to use "CSI restore from snapshot" feature in Kubernetes 1.13, Kubernetes API server needs to initialized with VolumeSnapshotDataSource feature enabled. If IBM had an option to enable alpha features, I would be able to experiment on IBM Kubernetes (and given the fact that IBM is the only one that supports 1.13, there would be no other option).

There are some other providers that support it. For example, Google Cloud has Alpha Kubernetes cluster option to enable all alpha features on a temporary Kubernetes clusters.

This is a valid request. We have discussed options to enable a cluster with alpha features turned on. Obviously there would be a different level of expectations if you are using alpha features. Basically an "alpha" cluster should only be used for experimentation.
