Make IBM Cloud notifications for planned and unplanned events available via other channels and API

Right now IBM cloud notifications for planned and unplanned events are only available via the bluemix/soft layer portals or via email.

Make them available via other channels, like Slack notifications and possible via API.

    Hi Benedetto, we have this in our backlog for now and don't have a plan for delivery yet, but we will definitely keep you up to speed when we start to look at it again. Is there a workaround you're planning to put in place in the meantime?
