IKS to DevX Funnel

As an enterprise developer or devops engineer, I want to easily deploy content to my new and existing cluster. Especially after creating a blank cluster, I want to be guided into a flow where I can understand IBM DevOps and deploy an application to this fresh cluster.

As an IBM offering manager, I am interested in driving qualified traffic from IKS to IBM Cloud developer experience.

Abbreviated Flow: From the Kubernetes Cluster Detail Page, add a DevOps Toolchain header tab that encourages users to connect the cluster to a toolchain. Clicking the "Create a toolchain" button takes the user into the filtered DevOps templates page, showing only the Kube target templates. The cluster information from the kubernetes page is used to pre-fill as much of the Kube devops templates as possible. From here, it follows the standard devops toolchain creation flow.

The empty state of the DevOps Toolchains tab has a graphic and text to encourage toolchain creation. The populated state is a list-view of all toolchain referencing this cluster, along with key information on each toolchain.
