support $binary_remote_addr as key in NGINX ingress controller rate limit annotation

NGINX ingress controller rate limit should support $binary_remote_addr as key.

So that rate limiting setup with annotations on the ingress controller can be setup to rate limit based on ip address of request. Like most nginx examples, and I would think users, actually would want to use.
