Better performance for Watson IoTP REST APIs

Admnistrating an Internet of Things Platform based on Watson IoTP, it is necessary to have a simple interface to get and update device metadata.

Pain points

Periodically, the REST API response time is very high (once every minute), which does not guarantee any end-user SLA (see attachment).

Proposed solution

Improve Watson IoTP infrastructure in order to guarantee REST API response time within the minute.

User impact

Few users (with admin role) for a platform with approx 40000 devices.
