ibmcloud ks clusters improvement

The given command currently does not return all clusters with --json parameter set. Without the parameter, it does return all clusters. The parameter leads to vpc clusters missing from the output, but only classic clusters to be shown.

This behavior should be aligned.

    Thank you for the request! I have promoted this requirement to the future backlog and is now awaiting prioritization with our other items.
