Add "enable IP forwarding" feature on a VPC VSI's NIC

All other major cloud service providers have the feature to enable IP forwarding on a VM 's NIC.

In Azure it's called "enable IP forwarding":

This is essential if we want to setup a VSI as a network appliance ( VPN server, transit gateway, packet analyse, etc).
