We have this capability today for Dedicated and Local customers using the Admin Console's Catalog Management function. Is your requirement just for Public, correct?

working with development on how to hide runtimes and boilerplates, as these cannot be hidden today like the services.
for buildpacks there is api to disable/enable them but no ACE api to hide them. We need an ACE api to hide runtimes and boilerplates.
