Allow "name" reference for CLI rather than requiring ID

Every single command within the CLI should be able to reference the name rather than just the ID. The ID is an IBM Guid and not something that can be pulled from memory so is of no value when working in the CLI.

    Any where in the CLI that you must reference the GUID to perform an action should also allow the name. IE: Start, Stop or Delete a VSI.
