Single tenant offering for Block Storage

Our customers need to use cloud storages exsculsively in the IBM cloud due to their security standard. Please enable us to use IBM Block Storage in a single tenant mode.

We know IBM Cloud has higher security technologies for IBM Block Storage, but we can not use it just bacause it is 'Public', not private.
