IBM Cloud File Storage support for cluster namespace

IBM Cloud File Storage (Classic and VPC) support for cluster namespace to allow for the reduction of vm/host mountpoints. In particular, there is a customer moving thousands of servers to IBM Cloud. This customer has hundreds of servers with cluster namespace currently, and to change would increase migration efforts and risk, managability and require application configuration changes.
