List Repositories API for IBM Container Registry

IBM Container Registry provides does not provide an API to list the repositories. This feature is available in the UI. Adding this feature will bring ibm cr api closer to the docker v2 _catalog api - https://docs.docker.com/registry/spec/api/#listing-repositories.


IBM Container Registry should also support '_catalog' api as it supports the other docker v2 apis.
