Changed requirements to run DBaaS (ICD) on Cloud Satellite On-Premises

Currently to deploy the ICD on IBM Cloud Satellite service you need NetApp ONTAP-SAN storage. IBM Cloud Satellite does not have specific vendor requirements to run other services. Most client running IBM Cloud Satellite does not have NetApp ONTAP-SAN storage. Change requirements from a specific vendor to LATENCY, IOPS, CAPACITY and CONNECTIVITY.

Moving to future consideration. We do not have plans to currently extend beyond NetApp storage, but this is a valid requirement so do not wish to close this as not under consideration.
