Database storage scale down

Cost control makes it sometime necessary to scale down IBM Cloud Database instance following database maintenance, application optimization or defect resolution.

This feature is not available on most IBM Cloud Databases (PostgreSQL, MongoDB, MySQL, etc.)

Workaround solution requires to
1- Backup/dump the database instance
2- Create a new database instance
3- Initialize the database restoring the backup
4- Update client application with new database instance connection 

Adding the possibility to scale down an existing database instance would not only simplify and streamline the process but also avoid last step requiring to update the client applications
