Filter query for resources within a Satellite location

This is critical for the Satellite service to ensure that all downstream services in a Satellite Location are removed before allowing the location to be removed (related to the Stratos effort with Power Virtual Workspace and Storage as a Service)

This is also beneficial for Satellite consumers to be able to view the resources they have within a location and not have to sift through a entire global view of all resources within a IBM Cloud Metro
