I have opened an IBM Cloud support case #CS3709065
When retrieving the available languages on the Web UI or with IBM Cloud CLI on SAO instances (same in Dallas and WDC and I guess on all countries) we can see these:
939 Japan (Latin Extended) 939
1399 Japanese (Latin Unicode Extended) 1399
e1399 Japanese (Latin Unicode Extended: JIS2014) e1399
037 English 037
930 Japanese (Katakana) 930
e930 Japan (Katakana Extended) e930
1 English (037) and 5 Japanese options.
There are no Portuguese or Spanish languages available. Remember that most customers with IBM i in LatinAmerica and Brazil use their own languages with additional letters and characters not available in English. The "ñ" letter is present in login screen.
There are other languages with more characters and I assume it is possible to add them if we can find 5 different Japanese variations.
Today, the only option to access properly to the console is the LAN Console using the Service Tolls Server LAN Adapter, and have some requirements. The web-console, even when is far from ideal, is the most widely console feature on IBM i.
Please, add more languages.

hi @Guest - which CLI plugin/commands are you using? The IBM Cloud core CLI supports the Portuguese and Spanish languages.
An alternative could be adding a 2nd adapter for the STS LAN Adapter and set the LAN Console as a default feature.
Not sure about the details you are asking for, but we (Spanish speaking users) need 284 .
The noVNC based 5250 console should provide the option to select more languages than 5 different Japanes or English.
