Create a tool to confirm that a Load Balancer will migrate to a new cluster

I needed to delete a cluster which had 1 NLB and 2 ALB's defined. It was created using the default which is not to persist. I wanted to use it in a new cluster. My choices were to recreate them or detach them from the original cluster, which required that I first create a new one. I was going to try to save them as I wanted to retain the same public IP and they were very difficult to get right in the first place. I did have the YAML file so I thought recreation would work. The issue that I had with this was the list of potential issues: https://cloud.ibm.com/docs/containers?topic=containers-vpc-lbaas#vpc_lb_move

That's a long darn list! What are the odds that it would work? Slim to none in my opinion. So, how about creating a tool to test if the existing LB's would pass the gauntlet of issues before I go through the process of creating the new cluster and then finding out they're not going to work. Sounds like a great idea for more IBM Value-add to me :-) Thanks!
