Improve Cloud Notifications

There had been a Juniper vSRX Multiple CVEs announcement in September 2023, and this could be fixed with a new version, which was supposed to be provided by mid-October. There was not any official announcement of a new version release afterwards, and we had to track this manually, checking vendor's sites. And this is a security breach, which should be mitigated the sooner the better. We have got information about a new version later than we could, if there was a centralized Announcement from IBM Cloud portal. Even now we are waiting for a new version release to fix some CVEs on Juniper.

I would like to suggest enabling Notifications / Announcement for follow up activities for vulnerabilities similar to ID :156300263.
