Add comment field in SecurityGroup- and ACL-Rules

We have a lot (>100 rules) in several ACLs and we also have a lot of SecurityGroups which also contains a lot of rules. Currently it is not possible to add a comment to these rules which makes it difficult to identify the reason and the rational why a rule has been added later.
