Allow IBM Cloud Databases Redis to use public certificates instead os self-signed certificates

Today, IBM Cloud Databases Redis instances uses self-signed certificates. After provisioning an instance, customer have a extra step to download certificates and configure them on backend systems to allow communication. This is cumbersome, since other public cloud providers like Azure uses valid public cloud certificates, which are valid and allow the service to be consumed straight away without additional configuration.
