IBM Cloud Logs Agent to support sending logs to Instana Logs

Today, IBM Cloud Logs Agent[1] supports sending logs only to IBM Cloud Logs instance.

ICL Agent could support sending logs to Instana Logs[2], too.

This idea is to add support for Instana Logs in ICL Agent so clients can have only one agent to send their logs both to ICL instance and Instana Logs.
