Make Transit Gateways real-time traffic metrics available to users of IBM Cloud

Nowadays, the Transit Gateways (TGW) which are used to receive Direct Link traffic can measure the traffic but right now there’s no feature in the IBM Cloud platform that allows users to visualize that metric in real-time. Some numbers can be seen via the billing statement, though, but that doesn't provide the capability of real-time metrics visualization. The IBM Cloud Direct Link Architecture team has already acknowledged the need to investigate making those metrics available but right now there’s no confirmed date for delivering it.

The idea is to make the Direct Link traffic metrics for a given Cloud account available in real time and accessible by the users. The motivation is to allow users to more easily troubleshoot connection drops and the like, or to just measure how much more traffic is being generated during, say, a mimix replication migration from on-prem to the IBM Cloud.
