Enable Cloud Logs agent on SUSE & Power VS servers

We currently do not have a native SUSE or PowrVS agent.  Best practice for those environments is to have a supported log agent in the environment and route the logs through it. The customer's requesting to have IBM Cloud Logs enabled on SUSE & PowerVS.
