Add Backup and Tiering Capabilities to COS to Backup Buckets or Tier Objects to other S3 or S3 Glacier Systems, e.g. IBM Deep Archive

If COS is used as a primary storage for some kind of data, like document management systems or archive data for health applications, it is important or necessary by governmental rules to have a second copy of the data or an air gapped backup of the data in another system. Also if you have a lot of log data from Elastic, Splunk or whatever and you have to store them by rules for a couple of month or years but you normally does not use data older than a couple of weeks, it could be good to move that old and very cold data out of the COS system to a way cheaper system like Deep Archive but to keep the possibility to retrieve the data through COS with S3 because the application does not support Glacier. And last but not least, the IBM competitors have this functionality already and the IBM Deep Archive team is advertising with their product (e.g. NetApp StorageGRID and Cloudian Hyperstore).
