Bring connection pooling proxy to IBM Cloud Database

AWS RDS has such feature: https://aws.amazon.com/rds/proxy/ while there is no similar function in IBM cloud side. To make use of connection pool ultimately in the view of customer, they must deploy some proxy, such as PgBouncer in their cluster manually - it's painful and should be in place as SaaS offering.

This pooling functionality should be supported to RDB of IBM cloud databases
