Add adjustable parameters for PostgreSQL

Our query was canceled on the replication instance because it took too long to execute.

To prevent this from happening again, we require that the following parameters be adjusted for both the primary and replica instances.

Primary instance:

- vacuum_defer_cleanup_age

Replication instance:

- max_standby_streaming_delay

- hot_standby_feedback
