IBM Cloud - Allow to disable animations, AJAX/React and event notifications

When we try to load the IBM Cloud page it looks slow. I know we go through a third party WAF service, and the huge amount of code makes IBM Cloud to load slow, and sometimes partially, with error messages. 

If you can create a lighter IBM Cloud HTML version of this pages (perhaps an on-off switch) could allow to use less bandwidth on the WAF side and speed up page, reducing partial load issues.

On the other side, the pop-up notifications are really annoying. We are IBM BPs, and sometimes we run commands using Ansible, Terraform or scripting the CLI. 
If someone is working on the portal, let say on the console, and he/they use(s) the same userid, a lot of messages appears on the page forcing to click the close button or wait to disappear.

Please, remove or allow to disable the messages.
