Add pglogical extension Support to ICD for PostgreSQL

We would like to request official support for the pglogical extension in IBM’s PostgreSQL offering. Our goal is to set up logical replication for our PostgreSQL instance in the Frankfurt region to a location outside of Frankfurt, Madrid, and Paris. (Now IBM doesn't support the requirement, thus we want to do it ourselves)
