Allow Clusters to be Assigned to Maintenance Windows for Master Fixpack Auto Patching

Currently IBM is responsible for patching the Master / Control plane fix packs. There is no rhyme or reason on how the fixpacks are applied. Ideally we could patch nonproduction first before production. It would also be nice if we could assign clusters to pre-defined maintenance windows so we are not patching production during business hours. CS4545060.
