Enable control plane metrics for hosted control planes (4.22)

Openshift hosted control planes 4.22 supports forwarding control plane metrics so they can be seen from the hosted cluster - https://docs.redhat.com/en/documentation/openshift_container_platform/4.22/html/hosted_control_planes/hcp-observability#hcp-cp-metrics-overview_hcp-observability

This feature is important for customers that dynamic workloads at scale, so they can tune them in order to not overload the control plane.

This ticket has two requets:

1. Allow users to deploy ROKs cluster with Openshift hosted control planes 4.22
2. Allow users, or enable be default, forwarding of control plane metrics.
