PROBLEM: Disability Employment Awareness Month passes each October with speeches and no record — no one tracks what changed, who was hired, or which barrier fell, so the month leaves nothing behind.

SOLUTION: An awareness record that logs each October's commitments (hires, accommodations, barrier removals) with an owner and a check date, and publishes the completion rate — so awareness becomes auditable.
