Proactive Notifications on Maintenance

Would be nice if prior to any planned maintenance and downtime impact there was some type of banner message or something very visible upon login if the update was associated with a region that your instance is being hosted from. There may be emails sent and other types of communications that could easily get lost given all the other activities.

    Would this apply to public?  We have customers who are asking about getting notifications ahead of changes to Bluemix public services to understand the impact of their changes to their end users.
