Provide the ability to use IBM Containers in a Bluemix Dedicated environment

In the following Stack Overflow post, a customer wanted to deploy a locally built MobileFirst hybrid application to a dedicated Bluemix environment:

In a public region, you can use IBM Containers. However, in a dedicated environment, IBM Containers are not available. Support the ability to use IBM Containers in a dedicated environment.
