GRS to support Synchronous replication

All of our PowerHA deployments support Cat A systems and asynchronous replication would not meet SLA and regulations. This means GRS solution between VPCs is not suitable and GLVM is the only solution, adding complexity and resilience concerns.
Synchronous GRS would more robust and simplified PowerHA deplyments

Our current target is to add policy based replication in 1H27, but full synchronous replication is not in our current plan. With policy based replication with a plan to have <3 second response. Right now, we have a plan to move from 10 min response to < 3 min response with the current solution.
