Ability to setup spending notifications by org

In Bluemix add the ability to setup spending notifications at org level. Also provide the ability to add a cc email address. This will enable respective project owners to get notifications.

cf push asks for email

Currently, the cf push command asks a user for their email, if they are not logged in. For dedicated environments, their email is not always their login -- the cf push command should ask for login information instead.
